Why do this?

This option combines a series of training workshops interspersed with development of consistent, organisation-wide documentation. The aim will be to provide training, then allow it to be reinforced through development and employment of processes and documentation for each stage in the procurement process.

Optionally, this process could also lead candidates through their NZQA qualification in a structured and participatory environment.


The suggested programme is:

1. Introduction to Procurement Training (one day course)

  • Procurement process overview
  • Review/ discussion of good and bad procurement practice
  • Key elements of sound procurement planning
  • Government Principles of Procurement and Rule of Sourcing overview

2. Assignment - Introduction to Procurement 

3. Procurement Planning Workshop (one day workshop)

  • Interactive group workshop to undertake a procurement planning activity
  • Training on supplier selection methods – how they work and when to use each
  • Training in use of new templates

4. Assignment - Develop a Procurement Plan and submit for review/ feedback

5. Developing RFx Documents Workshop (one day workshop)

  • Review good and bad examples of RFTs
  • Introduce new RFx templates
  • Training on which templates to use when (RFTs, RFPs, RFQs)
  • Interactive group workshop to develop a RFT based on a previously developed procurement plan

6. Assignment  - Develop a RFx document and submit it for review/ feedback

7. Tender Evaluations Scoring workshop (one day workshop)

  • Workshop to train different scoring systems (including sensitivity analysis)
  • Methods for setting attribute weights (activity)
  • Developing anchored scales for scoring mechanisms
  • Tender evaluation activities (demonstrate effective and ineffective tender evaluation methods)

9. Tender Evaluation Reporting and Probity (one day workshop)

  • Essential requirements of Tender Evaluation reporting
  • Good and bad examples of Tender Evaluation Reports
  • Probity and NZ Case Law

10. Assignment - Government Procurement Rules, legal requirements and Probity

​11. Assignment - provide evidence (Tender Evaluation Report) of undertaking a tender evaluation

12. Final Course Workshop and Assessment

  • End-to-end procurement process review
  • Practice activity encompassing procurement planning, RFT development, scoring system development, tender evaluation and reporting
  • Procurement review checklists
  • Final assessment

 Indicative costs:

  • One day courses $700 +GST pp for 8-12 people; $500 +GST pp for additional people
    (up to 25)
  • Review and development costs: to be separately scoped and charged at day rate
    $1400 +GST)
  • Disbursements (travel, NZQA registration etc) not included above

Note: A minimum of eight people are required for this course to go ahead.

Payment and Refunds Policy: Payment is required before the course. We allow a full refund if you cancel more than a month before the course; or a 50% refund or a transfer if you cancel between a month and a week before the course date. Unfortunately, we cannot generally provide refunds for cancellations within a week before the course. A transfer to another course may be possible if a cancellation is received within a week of a course, however additional charges may be needed to recover venue and catering costs already incurred.
