Who is this for?

The half-day Procurement Essentials course for Elected Members /Senior Managers is aimed to give enough background to enableeffective review and checking of procurement documents and processes, and knowing the right questions to ask to safely enable sign-off.

Content covered:

1. Introduction

  • Background discussion of procurement priorities
  • Examples/ discussion of good and poor procurement processes

2. Key elements of procurement planning

  • Overview of the Procurement Planning Process
  • Procurement Planning – Understanding the Project/ Analysing the market/ Eliminators/ Differentiators (project-specific risk/ opportunity analysis)

3. Government Rules of Sourcing and Principles of Procurement (overview)

  • Introduction to Five Principles of Procurement and Rules of Sourcing
  • What to expect from procurement audits (OAG and NZTA)

4. Supplier selection methods – when each should be used, and overview of how they work

  • Direct Appointment/ LPC
  • Weighted Attributes/ PQM (and the art of setting attribute weights)
  • Quality Based Selection / Purchaser Nominated Price

5. Procurement probity essentials – ethical procurement practices and relevant case law

  • Discuss common examples of ethical dilemmas – what’s OK and what’s not OK. Include some reference to NZ Case Law especially cases involving Councils

6. Procurement reporting best practice (what must be covered what to look for in RFx documents and TET reports)

  • A checklist for senior management reviews – procurement red flags and hallmarks of good practice
  • Introduce templates for Procurement Plans, RFTs, Response forms, Evaluation Plans, TET Reports

Indicative costs:

$500 +GST pp for 8-12 people; $250 +GST pp for additional people (up to 25)

Note: A minimum of eight people are required for this course to go ahead.

Payment and Refunds Policy: Payment is required before the course. We allow a full refund if you cancel more than a month before the course; or a 50% refund or a transfer if you cancel between a month and a week before the course date. Unfortunately, we cannot generally provide refunds for cancellations within a week before the course. A transfer to another course may be possible if a cancellation is received within a week of a course, however additional charges may be needed to recover venue and catering costs already incurred.
